Vessel replacement surcharge:
We wanted to provide an update on the vessel replacement surcharge proposal that was first introduced March 26.
What has been done so far?
- March 26 – Surcharge proposal introduced
- Mar 26 thru Apr 28 – Public comment period
- April 17 – Public hearing
- April 28 – Public forum
- May 8 – Discussion with Board of County Commissioners (BCC)

- June 12 – Discussion with BCC
o Follow-up from May 8 meeting
o Review public comment
o Present options (A, B, C)
o Recommend implementation date
Update:
On June 12, the ferry division presented the Commissioners with three options for a vessel replacement surcharge. The options were based on feedback received during the public comment period, the public hearing, and public forum.
- Option A: $245,933/year (set $ amount surcharge – all fares)
- Option B: $264,362/year (set $ amount surcharge – vehicles only)
- Option C: $232,370/year (set percentage-based surcharge )
o Other proposed fare changes – remains the same for all options
o Extend expiration of vehicle punch cards from 90 to 120 days
o Eliminate the fee for bicycles

The Commissioners indicated a preference for Option C with an implementation date of August 1, 2018. They directed Public Works to come back on Monday, next week, with a request for motion. This means that on Monday the Commissioners will decide whether or not to implement a surcharge. The public is welcome to attend.

What’s next?
- Commissioners will vote on Monday, June 18, at 10:30 a.m.
